CUSEF Supports the Third U.S.-China Strategic Security and Stability Dialogue in Beijing

The Third U.S.-China Strategic Security and Stability Dialogue, supported by the China-United States Exchange Foundation (CUSEF), was held in Beijing from December 16–17, 2025. The Dialogue was co-organized by the Grandview Institute and UK-based international crisis mediation organization, Inter Mediate. James Chau, President of CUSEF, moderated several panel discussions during the event.

The Dialogue focused on strategic security and stability within the context of U.S.-China relations, including discussions on traditional nuclear deterrence, the impact of emerging technologies and artificial intelligence on nuclear security, crisis prevention, and risk management.

Participating experts generally agreed that, against the backdrop of a complex and rapidly evolving international security landscape, it is necessary for China and the United States to maintain ongoing communication and dialogue on "strategic security and stability," and explore the possibility of engaging in multilateral dialogue under the P5 Mechanism.

The Dialogue concluded that 2026 could serve as a critical window for improving U.S.-China relations, with potential cooperation opportunities in areas such as the peaceful use of nuclear energy, non-proliferation, and countering nuclear terrorism.

U.S. experts included Stephen Biegun, former U.S. Deputy Secretary of State; Mike Mullen, former Chairman of the Joint Chiefs of Staff and retired Admiral; Rose Gottemoeller, former U.S. Under Secretary of State for Arms Control and International Security and NATO's first female Deputy Secretary-General; and James O. Ellis, Jr., former Commander of U.S. Strategic Command and retired Admiral.

Chinese experts included Jia Qingguo, Standing Committee Member of the National Committee of the Chinese People's Political Consultative Conference and Professor of Peking University; Shen Dingli, Director of Center for American Studies, Grandview Institution and retired Professor of Fudan University; Sun Xiangli, Deputy Director and Research Fellow, Center for Strategic Studies, China Academy of Engineering Physics (CAEP); and Zhou Bo, former Director of CMC International Military Cooperation Office and retired Senior Colonel.
