U.S. bans Russian oil imports

  • U.S. President Joe Biden signed an Executive Order (fact sheet) to prohibit Russian oil, liquified gas, and coal imports. Russian fuels made up 8% of the U.S. liquid energy imports last year. The UK also announced that it would, by this year, phase out the purchase of Russian oil, which currently counts for 8% of all the UK’s total oil imports.

  • In an interview with the New York Times on Tuesday, U.S. Secretary of Commerce Gina Raimondo warned of “devastating” consequences for China’s chip industry, saying that the U.S. could “essentially shut SMIC down” if the company does not follow the technology restrictions (fact sheet) on Russia.

  • In response to the sanctions against its actions in Ukraine, Russian on Monday has already adopted a list of countries and territories that are unfriendly to Russia (En/Ru). The government decided that all the Russian foreign exchange obligations to the listed countries would be paid by rubles. Except for the U.S. and the EU countries, Chinese Taipei, Japan, South Korea, Singapore, and Switzerland, which is known for its permanent neutrality, are also among the 52 entries.

U.S. bio labs in Ukraine

  • China urged Washington to release the details of the U.S.-backed biological laboratories in Ukraine after Russian Lieutenant General Igor Kirillov unveiled there were 30 such facilities that were partnering with the U.S. military. Kirillov also said it is “highly likely” that “Ukraine and the U.S. have been in violation of the Biological Weapons Convention.”

  • The U.S. Under Secretary of State for Political Affairs Victoria Nuland on Tuesday confirmed the existence of “biological research facilities” in Ukraine when asked at a testimony if Ukraine has “biological weapons.”

Xi meets with Macron and Scholz online

  • Chinese President Xi Jinping on Tuesday had a virtual meeting with French President Emmanuel Macron and German Chancellor Olaf Scholz and discussed the situation in Ukraine. The leaders agreed that the current Ukraine crisis is worrisome and expressed their support for peace negotiations between Ukraine and Russia.

UN human rights high commissioner to visit Xinjiang

  • The human rights chief of the United Nations, Michelle Bachelet, has decided to visit China in May. She will stop in Xinjiang and other places during the trip. At the Munich Security Conference in February, Chinese Foreign Minister Wang Yi reiterated China’s welcoming of Bachelet and other foreigners to visit Xinjiang. However, he rejected “any investigation based on presumption of guilt” and “all kinds of prejudice and groundless accusations on China’s ethnic policy.”
