Governing Board Members
The Governing Board of the China-United States Exchange Foundation includes distinguished individuals from the public and private sectors of the Hong Kong community all of whom have long been committed to strong China-United States relations. Mr. Tung Chee Hwa is the Chairman and Dr. Victor Fung Kwok King is the Vice Chairman of the Board.

Mr. Payson Cha Mou Sing is the Chairman of Mingly Corporation, HKR International Limited and Asia Television Limited. He is also a member of the National Committee of the Chinese People’s Political Consultative Conference, People’s Republic of China.
Mr. Cha also serves as the Chairman of Hanison Construction Holdings Limited and an independent non-executive director of New World Development Company Limited and Eagle Asset Management (CP) Limited – Manager of Champion REIT., all of which (including HKR International Limited) are publicly-listed on The Stock Exchange of Hong Kong. He is an independent non-executive director of Hongkong International Theme Parks Limited.
Mr. Cha obtained a Bachelor of Science degree from Oregon State University and is a Sloan Fellow of Graduate School of Business of Stanford University. In 2001, he received an Honorary Doctor of Social Science degree from the City University of Hong Kong. He is a director of Qiu Shi Science & Technologies Foundation and the Foundation of Tsinghua University Centre for Advanced Study Co. Limited, an honorary trustee of Oregon State University Foundation, a member of International Advisory Committee of Peking Union Medical College, and a Standing Professor of Business School of Zhejiang University.
Chairman of the Hang Lung Group Limited
Mr. Ronnie C. Chan is the Chairman of Hang Lung Group Limited and its subsidiary Hang Lung Properties Limited, both publicly-listed in Hong Kong. Mr. Chan also co-founded the privately held Morningside group which, in the past two decades, has owned and managed businesses in manufacturing, public transport operations, outdoor advertising, media, healthcare, online game operators, high-tech and biotech investments, developmental capital investments and other venture capital investments around the world.
Mr. Chan is Chairman of the Executive Committees of the One Country Two Systems Research Institute and of the Better Hong Kong Foundation. He founded and chairs the China Heritage Fund, and is an Advisor to the China Development Research Foundation of the State Council of the People’s Republic of China.
Internationally, Mr. Chan is a Vice Chairman of the Asia Society and Chairman of its Hong Kong Center, and a member of the Council on Foreign Relations, the National Committee on United States-China Relations, and the Committee of 100. He is the Founding Chairman and Chairman Emeritus of the Asia Business Council, a former Chairman of the Hong Kong-United States Business Council, and a former member of the governing board of the World Economic Forum. He serves or has served on the governing or advisory bodies of several think tanks and universities, including China Foreign Affairs University, the University of Southern California, East-West Center, Pacific Council on International Policy, Eisenhower Fellowships, and The Maureen and Mike Mansfield Foundation.
Mr. Chan holds an MBA from the University of Southern California and an honorary doctorate in social sciences from the Hong Kong University of Science and Technology.

Daniel R. Fung, SBS, SC, QC, JP, is Co-Chair of the UNDP Peace and Development Foundation, Member of the World Bank International Advisory Council on Law & Justice, special advisor to the United Nations Development Program on corporate governance in China and rule of law capacity building in Cambodia and Laos, member of the Board of Governors of the East West Center, Council Member of the International Institute of Strategic Studies, Vice Chairman of the Salzburg Seminar and Chairman of the International Advisory Board to the Xuhui District of Shanghai, Visiting Professor of Peking University, Visiting Scholar to Harvard Law School (1998-9), Senior Visiting Fellow to Yale Law School (1999) and Distinguished Fulbright Scholar (2000).
Mr. Fung was the first person of Chinese descent to serve as Solicitor General of Hong Kong (1994-1998). Mr. Fung was awarded the Silver Bauhinia Star in 2003 for services to legal and constitutional development in Hong Kong and made a Justice of the Peace in 2004.
President and Vice-Chancellor of The Chinese University of Hong Kong
Professor Lawrence J. Lau is Vice-Chancellor (President) of The Chinese University of Hong Kong, where he concurrently serves as Ralph and Claire Landau Professor of Economics. He is also Kwoh-Ting Li Professor in Economic Development, Emeritus, at Stanford University. He received his B.S. degree in Physics and Economics from Stanford University in 1964, and his M.A. and Ph. D. degrees in Economics from the University of California at Berkeley. An economist specializing in economic development, economic growth, and the economies of East Asia, Professor Lau developed in 1966 one of the first econometric models of China, which he has continued to revise and update since. He has authored, co-authored, or edited five books and published more than 160 articles and notes in professional journals.
Professor Lau is a Fellow of the Econometric Society, an Academician of Academia Sinica (Taipei), an Honorary Academician of the Chinese Academy of Social Sciences, and an Academician of the International Eurasian Academy of Sciences. He is also an International Adviser to the National Bureau of Statistics of the People’s Republic of China and a member of the Board of Directors of the Chiang Ching-Kuo Foundation for International Scholarly Exchange.
Professor Lau was also awarded honorary doctorates from the Hong Kong University of Science and Technology, Soka University and Waseda University.
Vice Director of the Hong Kong Basic Law Committee under the Standing Committee of the National People’s Congress of the People’s Republic of China
Ms. Elsie Leung Oi-Sie is a member of the Board of Governors of the China-United States Exchange Foundation. She previously served as the first Secretary for Justice of the Hong Kong Special Administrative Region (“HKSAR”), People's Republic of China from July 1997 to October 2005. Currently, Ms. Leung is the Vice Director of the Hong Kong Basic Law Committee under the Standing Committee of the National People’s Congress of People’s Republic of China.
Ms. Leung, is a Consultant of the legal firm of Iu, Lai & Li. She is a well experienced and qualified Solicitor. She is also a Notary Public and China-Appointed Attesting Officer. She started her practices in 1968 and specializes in China Trade and Public Law.
She has a distinguished record of public services. She served on various government boards and committees. Currently, she is a Non-Official Member to the Commission on Strategic Development of HKSAR; an Adviser to the 4th Committee Members of UNA-China; and an Adviser to the People’s Government of Foshan Municipality, Guangdong, PRC.
Born in Hong Kong, Ms. Leung studied and became qualified as a solicitor in 1967 in Hong Kong and obtained her LLM degree from the University of Hong Kong in 1988. She was awarded an honorary doctorate degree by both The University of Law & Politics of the PRC in 2004 and The Warwick University of England in 2005.
Chairman and CEO of Phoenix Satellite Television
Mr. Liu Changle is the founding Chairman and CEO of Phoenix Satellite Television Holdings Limited.
Phoenix has 5 channels broadcasting in Mandarin Chinese and can be seen in more than 150 countries in Asia, North & South America, Europe, Africa and Australia & New Zealand.
Mr. Liu graduated from the Communication University of China and was conferred an honorary doctoral degree by City University of Hong Kong. He has been appointed twice to the board of directors of Nanjing University since 2003 and is an honorary visiting professor at the Communication University of China, Nankai University, Sun Yat-sen University, Fudan University and Xiamen University.
Mr. Liu was appointed a Justice of the Peace by the government of HKSAR in July 2004. On March 1, 2005, Mr. Liu was appointed Member of the Tenth National Committee of Chinese People’s Political Consultative Conference, and was re-appointed as member of the Eleventh National Committee of the Chinese People’s Political Consultative Conference on 25 January 2008. On March 15, 2008, he was appointed the Vice Chairman of the Subcommittee of Education, Science, Culture, Health and Sports of the Eleventh National Committee of the Chinese People’s Political Consultative Conference (CPPCC). Mr. Liu was previously a member of Hong Kong Strategy Development Committee of the Government of HKSAR.
Mr. Liu Changle is one of the substantial shareholders of Asia Television Limited in Hong Kong. He is also a Director of the International Board of the US National Academy of Television Arts and Sciences and was the Chairman of both the 2005 and 2006 iEMMYs Festival.
Chairman and Chief Executive Officer of the Orient Overseas (International) Limited
Mr. C.C. Tung is Chairman and Chief Executive Officer of Orient Overseas (International) Limited (OOIL).
Mr. Tung graduated from the University of Liverpool, England, where he received his Bachelor of Science degree. He later acquired a Master's degree in Mechanical Engineering at the Massachusetts Institute of Technology in the United States.
Mr. Tung was Chairman of Hong Kong Shipowner's Association between 1993 - 1995. Chairman of the Hong Kong General Chamber of Commerce between 1999 – 2001; an Independent Non-executive Director of Zhejiang Expressway Co. Ltd., PetroChina Co. Ltd.; Wing Hang Bank Ltd., Bank of China (Hong Kong) Ltd., Sing Tao News Corp. Ltd., Cathay Pacific Airways Limited; U-Ming Marine Transport Corporation.
Chairman of Wheelock and Company Limited and The Wharf (Holdings) Limited
Mr. Peter Woo Kwong-Ching is Chairman of Wheelock and Company Limited and The Wharf (Holdings) Limited, both publicly-listed companies in Hong Kong. Mr. Woo is also Chairman of Lane Crawford Joyce Group, a privately held retail conglomerate.
From 2000 to September 2007, Mr. Woo was Chairman of the Hong Kong Trade Development Council, which has over 40 offices outside Hong Kong. He was Chairman of the Hong Kong Hospital Authority from 1995 to 2000, overseeing 46 public hospitals and 50,000 staff. From 1993 to 1997, he was Chairman of the Hong Kong Polytechnic and oversaw the change of status to the Polytechnic University. He was Chairman of the Hong Kong Environment and Conservation Fund Committee set up in 1994 which he co-funded with the Hong Kong Government. In 1991 he also served as a Deputy Chairman to Prince of Wales Business Leaders Forum, a non-profit group focusing on the international environment.
Mr. Woo was born in Shanghai and attended St. Stephen's College in Hong Kong. He graduated from the University of Cincinnati in Ohio as Senior Class President in Physics and Mathematics and earned his MBA from the Columbia Business School. Mr. Woo was selected as “Leader of the Year” by The Hongkong Standard in 1995 and awarded the Cross of Officer in the Order of Leopold by the late King Baudoum I of Belgium in 1993. Since 1994, universities from the U.S., Australia and Hong Kong conferred various Honorary Doctoral Degrees on him. He is currently a member of the Standing Committee of The Eleventh National Committee of the Chinese People Political Consultative Conference.
Chairman of Hopewell Holdings Limited
Sir Gordon Y.S. Wu is one of the founders of the Hopewell group and is the Chairman of Hopewell Holdings Ltd. and Hopewell Highway Infrastructure Ltd., both companies that are listed on the Stock Exchange of Hong Kong. Hopewell’s major businesses include PRC infrastructure, property letting, hotel operation and property construction.
Sir Gordon graduated from Princeton University with a Bachelor of Science degree in Engineering. Sir Gordon has received Honorary Doctorate Degrees from Hong Kong Polytechnic University, Lingnan University HK, City University HK, University of Strathclyde UK and University of Edinburgh UK.
Sir Gordon’s awards and honors include: Order of Croatian Dancia with figure of Blaz Lorkovic by The Republic of Croatia (2007); Officer of the Order of the Crown by the King of the Belgians (2007); Gold Bauhinia Star by HKSAR (2004); Leader of the Year in the Business/Finance category by the Sing Tao Daily/The Standard (2003); Knight Commander of the Order of St. Michael and St. George for Services to British Exports by the Queen of England (1997); Industry All-Star by Independent Energy USA (1996); and International CEO of the Year by George Washington University (1996).
Sir Gordon personifies the driving ambition behind East Asia’s rapid economic rise in the latter part of the 20th century and is a major force in Asian infrastructure. He is lauded as a visionary and a builder of power plants and superhighways that he is known by the media as “Asia’s Mr. Fix-It”. Also, dubbed as “the man who turned the lights on” by former Philippines President Fidel Ramos.
